BIS publishes strengthened intervention process to drive up standards in further education

Details of the process to tackle underperformance in further education have been published today (30 May 2014) by the Department for Business, Innovation and Skills (BIS).
The Further Education (FE) Commissioner intervention process for Colleges and Institutions was outlined in August 2013 in Rigour and Responsiveness in Skills.
Today’s publication - Intervention in Further Education: The Strengthened Intervention Process - sets out the role and purpose of the FE Commissioner and FE Advisers, how the intervention process is operating in practice and how we will be communicating when and where the FE Commissioner will be intervening.
Skills and Enterprise Minister Matthew Hancock said:
Further education is a driving force in enabling people to get the skills they need to find work or to further their learning to gain better skills. I am determined that we continue to drive up standards, embedding rigour and quality.
Today’s publication highlights the important work of the FE Commissioner who, along with his FE Advisers, is playing a key role in turning around underperforming colleges.
From today BIS will also be publishing summaries of the FE Commissioner’s findings and conclusions from the individual assessments. These summaries will enable governing bodies and senior executives in all FE providers to learn lessons from the FE Commissioner’s experiences and help them to ensure learners get the high quality provision they deserve.
The FE Commissioner and five FE Advisers were appointed in 2013. FECommissioner, Dr David Collins, assesses those FE Colleges and FEInstitutions that have failed an Ofsted inspection, fallen below minimum standards or have inadequate financial health or management. The FECommissioner then advises Ministers on the actions individual colleges and institutions need to take to address these concerns. Based on this advice, Ministers charge colleges and institutions with making changes to their leadership and governance, and their delivery model in order to improve performance.
