CIPD - HR professionals to play a key role in Singapore’s public sector transformation

Singapore’s ‘Public Service Division’ to partner with the CIPD to strengthen HR capability

Singapore’s Public Service Division (PSD) has partnered with the CIPD, the professional body for HR and people development, to help its HR teams play an active role in building a workforce that is equipped for the future.
The CIPD has just opened a new hub in Singapore to serve the needs of its members living and working in Asia. It will help the PSD – the government agency responsible for HR, leadership and development within Singapore’s public sector – to benchmark the capabilities of its HR community against international standards and strengthen HR’s role as an active and effective agent of change in the public sector to build a first class public service.
Twenty public service HR directors from the Singapore Public Service will be the first to benefit from this new partnership by having their knowledge and experience assessed against the CIPD’s established benchmarks for professional accreditation, which are based on international standards of practice.
Ms Low Peck Kem, Chief HR Officer for the PSD, comments: “With 141,000 officers across the Public Service, our HR leaders and practitioners play a critical role in building a workforce that is future-ready.
“To truly fulfil this role, our HR practitioners need to be equipped with the right skill-sets. The CIPD lends its experience in offering international professional standards and best practices that are valuable in strengthening and benchmarking the professionalism of our HR community.”
Karen Blal, Regional Director for CIPD Asia, comments: “PSD’s commitment to professionalising its HR team is testimony to the value it places on HR’s role in transforming the public service from within. The CIPD has long promoted the notion that good people management and development is critical to the success of businesses, economies and societies and this is particularly true in knowledge-intensive economies like that of Singapore. We hope the scale and profile of this partnership with Singapore’s largest employer will send a strong signal to other employers in the region about the role of HR, and help to promote HR as a professional career of choice in Singapore and beyond.

“It’s an honour to be working with an organisation that’s focused on being a progressive and fair employer but that also recognises that effective HR is about so much more than that. PSD knows its Public Service HR team can play a crucial role in effectively leading change within the public service - helping it live up to its core philosophies around the effective stewardship of public funds, supporting national manpower policies, and maintaining public trust by upholding its core values of integrity, service and excellence.”
