Decision document on DPCR5 closeout methodologies

The fifth electricity distribution price control (DPCR5) ended on 31 March 2015. DPCR5 Final Proposals which we published in 2009 set out the approach and principles for five specific areas where the arrangements could not be settled (closed out) until after the price control had ended.

Over the autumn of 2015 we consulted on the methodologies to assess the distribution network operators’ (DNOs) performance in these five areas. Today we have published a document which sets out our decisions following these consultations. We have also published a statutory consultation on the associated changes to the Financial Handbook for DNOs. Having considered responses, the modifications will be made by 31 July 2016.

In the next stage of the process we will undertake an assessment of each licensee’s performance to determine whether we will make any adjustments to the DNOs’ revenues. The DNOs will be required to submit their performance assessment submissions by 31 October 2016. We will then assess each DNO’s performance, in order to reach a final decision on any revenue adjustment for their annual revenue adjustment process in November 2017.
