Fourth and final pre-poll donations and loans report for the EU referendum published

Around £4.5 million (£4,442,092) in donations to registered campaigners at the EU Referendum have been reported to the Electoral Commission in this fourth and final pre-poll donations and loans report.

The fourth pre-poll report covers the period from 10 June to 22 June, the last day of campaigning before polling day on 23 June. Of the 102 registered campaigners on 29 June when the fourth reports were due, there were 17 with reportable donations received.

Over the course of the period covered by pre-poll reporting requirements, which began on 1 February, registered campaigners have reported a total of £31,834,885 in donations. This includes £14,276,376 donations for those campaigning for ‘Remain’ and £17,558,509 donations for those campaigning for ‘Leave’.

In total over the same period, campaigners have reported loans and credit facilities of £6,103,940 - £93,940 for ‘Remain’ and £6,010,000 for ‘Leave’.

Both designated lead campaigners, The In Campaign Ltd and Vote Leave, have claimed and received the maximum £600,000 each in public funds allowed under the legislation providing for the referendum.

No registered campaigners reported loans or credit facilities for this period.

14 registered campaigners failed to submit a donations and loans report: City of London Corporation; Communication Workers Union; Conservative Grassroots; Dr Richard North; English Lobby; Midwest Group; Mr Matthew Jones; Mr Wolfgang Tillmans; Mrs Emmie Sweet; Priscilla Nwikpo; Proud Robinson Ltd; The ResPublica Trust; Unite the Union; and Workers of England Union.

The Commission will consider each reporting failure in line with its established Enforcement Policy.

Background

Under the European Union Referendum Act 2015, registered campaigners must complete four pre-poll reports setting out what donations and loans they have received over £7,500 between commencement of the Act (1 February 2016) and 22 June 2016. Campaigners must register with the Electoral Commission if they intend to spend more than £10,000 to support a particular outcome at the referendum.

Political parties that are also registered as referendum campaigners were not required to submit donations and loans pre-poll reports. They submit donations and loans reports to the Commission on a quarterly basis under the Political Parties, Elections and Referendums Act 2000.
