Fugitive wanted over murder of Liverpool man

A fugitive who was arrested in Spain last week after the latest NCA and Crimestoppers Captura campaign has been implicated in the kidnap and murder of a Liverpool man whose body washed up on a Spanish beach.

Paul Monk, 54, was arrested on Tuesday at his luxury villa in Alicante. His extradition to the UK for alleged drug trafficking offences has now been put on hold whilst an investigation continues into the murder of Francis Brennan.

Brennan, aged 25, vanished in January 2014 after being kidnapped in Javea, Alicante, by three men disguised as police officers. His body was discovered in a heavily-taped plastic bag on the Zenia beach in Orihuela in March 2014.

The National Crime Agency and Merseyside Police have been supporting the Guardia Civil-led investigation.

In a statement released today, the Guardia Civil said Monk was an associate of Paul Scott who they believe orchestrated Brennan’s kidnap and murder.

Scott, aged 32, from Liverpool, was captured in December 2014 when he entered the UK in a light aircraft that landed on a remote rural airstrip in Norfolk.

At the time Scott was wanted by the NCA as the last man standing in a 26-strong organised crime network that plotted to smuggle up to 40 tonnes of drugs into the UK.

Scott pleaded guilty to conspiracy to import cocaine and was sentenced to 14 years at Liverpool Crown Court in January 2015. Following the hearing he was arrested by Merseyside Police officers on a European Arrest Warrant issued by the Spanish authorities.

Monk remains in prison while the Guardia Civil investigation continues, and Scott, who is serving time for the drug conspiracy, has been remanded until July in relation to the extradition proceedings.
