HEFCE has published submissions to two Government consultations.

The Government’s new strategy for Science and Innovation sets out a long-term vision for research and innovation in the UK. It reflects its ambition for the UK to be the best place in the world to undertake research and the most attractive place to start, finance and grow an innovative business. HEFCE responded to the strategy upon its publication, welcoming its recognition of the central role that universities play in delivering this vision through their broad range of research and innovation activities and partnerships.

The Government consulted with a wide range of stakeholders to develop this strategy. In 2014, HEFCE made a joint submission with the UK’s other higher education funding bodies to provide evidence for the developing strategy. The joint submission is published below. Separately from the main consultation, the Government consulted on research capital priorities, to inform a ‘capital roadmap’ for 2015-2021. This roadmap has been published separately, and HEFCE’s response to that separate consultation is also provided below.

As part of our work to develop evidence to underpin policy, HEFCE gathered new evidence to support our response to the Government’s capital consultation. This evidence was developed with the input and advice of JM Consulting Ltd, building on its 2006 report on the state of capital infrastructure in UK higher education institutions. The new evidence includes an update of the tables from the 2006 report, a summary report on institutional case studies undertaken by Deloitte earlier in 2014, and a report on a joint HEFCE-Universities UK survey of higher education institutions undertaken earlier in 2014. These new pieces of evidence can be found below, and their main findings are reflected in our response to the consultation.
