Headteacher qualification to be funded
£1.5M to fund Into Headship programme.
Teachers undertaking the Masters-levelHeadship qualification will be fully funded from 2016, Education Secretary Angela Constance has announced.
£500,000 will be set aside each year for the next three years in order to support teachers undertaking the Into Headship programme, supporting up to 500 teachers through the course.
The funding package will help attract talented teachers to undertake the programme and follows a period of sustained investment in Scottish teaching including £4m to create more masters level learning opportunities for teachers. Following the passage of the Education (Scotland) Bill it is intended that by August 2019 all newly appointed headteachers will hold a formal qualification.
The qualification is designed to effectively prepare teachers for the challenges of leading a school, leading to better outcomes for pupils.
Ms Constance said:
“Headteachers play a vital role in the success of our schools and in improving attainment and achievement for our young people. This funding shows our commitment to supporting the quality of the teaching profession in Scotland.
“We have a strong track record in supporting teacher education and professional learning, establishing and funding the Scottish College for Educational Leadership, strengthening the early phase of teacher education by supporting partnership working between universities and local authorities and by creating more opportunities for teachers to learn at masters level.
“I’m delighted to announce that we can support teachers who are willing and ready to meet the challenge of headship, and I hope this package will help local authorities plan for the future.”
Jim Thewliss, General Secretary of School Leaders Scotland, said:
“We welcome this move, especially at a time when attracting applicants for Headteacher posts is becoming increasingly more difficult.
“SLS fully supports the Into Headship programme but believes that it is critical that the best and most able candidates are attracted to the position of Headteacher and that they not discouraged through having to finance their own career progression. Fully funding the programme removes a potentially damaging dis-incentive.”
