IPCC investigating Essex Police response prior to death of man on the A12

The Independent Police Complaints Commission (IPCC) is investigating the police response to 999 calls alerting them to a pedestrian walking along the A12 in Essex who was later found dead in the carriageway.

Between 3 am and 3.39 am on 30 October 2014 Essex Police received three emergency calls indicating different locations for a man on foot on the A12 carriageway between Chelmsford and Witham.

Officers in a police vehicle conducted a search of a stretch of the A12 but could not locate the man. Soon afterwards, following a further emergency call, officers found a body on the road between Chelmsford and Hatfield Peveral.

The man who died was identified as Kyle Brooks, 28, from Harlow. He had been struck by a number of vehicles. An inquest at Essex Coroner’s Court was opened and adjourned on 5 November.

An IPCC investigator has met with Mr Brooks’ family to explain our role and how the independent investigation will progress.

IPCC Commissioner Mary Cunneen said: "I would like to offer my sincere condolences to the family of Mr Brooks at this difficult time. We will be examining communication between police call handlers and the officers who conducted the search, and whether Essex Police’s response was adequate on the basis of information available.”
