IPCC refers James Herbert investigation to Crown Prosecution Service

The IPCC has completed its second investigation into the circumstances of James Herbert's death in police custody in June 2010 and referred two Avon and Somerset police officers to the Crown Prosecution Service (CPS) for potential criminal offences and has also referred Avon and Somerset Constabulary for potential health and safety offences.

Following the inquest in April 2013, the IPCC received complaints from Mr Herbert's family regarding: Mr Herbert's treatment by police officers on the day he died; the evidence given by police officers during the course of the inquest; and the instructions given to the force's barrister during the inquest.
