Lobbying Bill

Increase in transparency.

Legislation that increases the transparency in lobbying has been passed by the Scottish Parliament yesterday.

The Parliament will now take forward the implementation of the Lobbying (Scotland) Bill, continuing to working with stakeholders. The Government brought forward an amendment today that will allow the Parliament to undertake awareness raising as part of that process. This will enable the lobbying register, once established, to make a positive contribution to existing transparency measures that are already established.

Speaking after the Bill was unanimously passed, Minister for Parliamentary Business Joe FitzPatrick said yesterday:

“The Scottish Parliament has a proud reputation of openness and accessibility and this Bill will further enhance transparency. There are already strict rules around lobbying in our Parliament but it is important we do all we can to ensure the Parliament maintains the public’s trust.

“The Government has listened to those who have called for greater transparency. The Bill that passed today goes further than when it was first introduced as a result of our engagement on this issue.

“I am pleased this Bill has been developed in a positive climate for Scottish democracy and I would like to thank the wide range of people, inside and out with Parliament, who contributed during this process that ensures lobbying in the future is as open and transparent as possible.”
