Tech Suppliers Improve Central Government Procurement

The Crown Commercial Service launches the new Technology Products 2 Agreement.

techUK played a leading role in unprecedented levels of pre-market engagement with suppliers to inform the development of the new Technology Products 2 (RM3733) Agreement. This engagement gave the Crown Commercial Service (CCS) input from a wide range of public sector suppliers, including a large number of small businesses.

Government Departments will now have a flexible route to market for all their commodity technology product needs through the new look TP2. Whether it is a single cable or an entire corporate infrastructure TP2 will be the route to market for the whole of the Public Sector and their commodity technology needs. TP2 is comprised of six lots and contains 68 suppliers (54% of which are SMEs).

Tech suppliers improve Central Government procurement

The consultation for TP2 focused on the structure of the agreement, the evaluation process, terms and conditions and the use of catalogues to ensure CCS makes it as easy as possible for small businesses to participate in the framework. As a result, TP2 will be easier to use and accessible for suppliers to Government.

Through detailed consultation, techUK supported CCS to design a new framework which meets the needs of both buyers and suppliers. By responding to the feedback from the market, CCS has made the following improvements to the new framework:

• Dynamic direct award catalogue

• Reseller lots for hardware, software and combined solutions

• Simplified terms and conditions for user friendliness

• Direct contracting with manufacturers for aggregated hardware requirements.

This will open up choice for public sector buyers and help the Government achieve its target of 33% of procurement spend being awarded to SMEs.”
