UK live-stream offender visited Philippines to abuse children

Trevor Monk from Erith, Kent, has been sentenced to 19 years and 6 months in prison after pleading guilty to sexually assaulting children in the Philippines. He was arrested by officers from the National Crime Agency’s CEOP Command in March 2015 on suspicion of paying for the live-streaming of child abuse from the Philippines.

Officers seized numerous media devices from Monk’s home address, including an external hard drive and two computer tower units. They discovered 80,758 indecent images of children (IIOC) and 1,757 indecent videos of children, including category A-C.

Monk was re-arrested in November when further forensic examination of the devices found a video of him sexually abusing a child. Monk had previously travelled to the Philippines and officers were able to evidence that the abuse had taken place during one of his visits.

Monk subsequently made a number of admissions in interview and was charged on 18 counts, including possessing and making indecent images of children, assault by penetration of a child under the age of 13 and inciting a child to engage in sexual activity.

Matt Sutton from the National Crime Agency’s CEOP Command said:

“Not only did Trevor Monk pay for the sexual abuse of children to be streamed back to the UK live over the internet, he travelled to the Philippines to carry out the abuse himself.

“Protecting children from sexual abuse – whether they are in the UK or overseas – is a priority for the National Crime Agency. We will continue to work with our national and international law enforcement partners to share information and intelligence to ensure children are safeguarded and offenders are brought to justice”.

Laura Tams, specialist prosecutor in the Organised Crime Division at the Crown Prosecution Service said:

"Trevor James Monk owned over 80,000 indecent images of children. He travelled to the Philippines to sexually abuse his victims, including a girl as young as eight years old, and ordered children to engage in sexual activity with others.

"Trevor Monk accessed these images and 'chatted' with abusers who were thousands of miles away online.

"The CPS worked closely with the National Crime Agency to bring this man to justice and the strength of our evidence left him with no alternative but to plead to all charges."

Monk was sentenced to serve 19 years and 6 months in prison and will be subject to a Sexual Harm Prevention Order (SHPO) and a Deprecation Order.

This case forms part of an ongoing NCA CEOP Command project targeting UK nationals who pay for the live streaming of child abuse to order in the Philippines.

In January 2014, the NCA announced 29 international arrests – 17 of which were in the UK – as part of the joint investigation, which involves the NCA, the Australian Federal Police (AFP) and US Immigration and Customs Enforcement (ICE).
