Update on the IPCC’s investigation into Essex Police’s handling of child abuse intelligence

The Independent Police Complaints Commission (IPCC) has outlined the terms of reference for its investigation into the actions Essex Police took in response to information provided by the National Crime Agency (NCA) which led to the force’s contact with Martin Goldberg prior to his death.

It will examine:

  • what actions officers took, including risk assessments and safeguarding, once Essex Police knew about  Mr Goldberg’s job in a school;
  • the unsuccessful application for a search warrant;
  •  the risk assessments made by officers before visiting Mr Goldberg’s home on 9 September and why they did not arrest him at that time;
  • how quickly Essex Police processed information received from the NCA related to Mr Goldberg; and
  • whether the investigation by Essex Police was conducted along national and force guidelines with proper supervision.

This investigation is confined to the actions of Essex Police in relation to Martin Goldberg. No other matters relating to the NCA intelligence received by Essex Police have been referred to the IPCC.

Notes to editors

On 30 September 2014 the IPCC received a referral from Essex Police relating to the force’s delay in responding to the information provided by NCA in November 2013.
