Workshop on changes to Export Controls processes

The techUK and ECO review of Export Controls for electronic components and subsytems moves to the next phase.

Following the publication of a letter from Edward Bell, head of the Export Controls Organisation (ECO) to techUK outlining plans to take forward reforms of export controls for UK based electronic component and systems manufacturers, techUK have have organised a workshop to be held at Stevenage Circuits on 3rd November.

The ECO has committed to review two keys areas which the techUK reportidentified as impacting negatively on UK exporters, along with the actions that can be implemented to improve business opportunities:

Firstly, in response to Finding 1 in techUK's report (competitive disadvantage caused by the way the UK implements export controls), the ECO will review the system of End User Undertakings to simplify their scope and application to reduce the regulatory burden on UK exporters. techUK is currently focusing attention on the Consignee Undertaking, which is required under the OGEL licence system.

Secondly, related to techUK's Finding 2 (licensing lead times), the ECO is planning to move some 'low-risk' exports to light touch licensing arrangements, which exporters may register for online for immediate use under the OGEL system.

The workshop will decide on an industry recommended method for Consignee Undertakings for these 'low-risk' products and a method for deciding which products could be inlcuded in the special OGEL.
