Appointments of the new members of the Legal Services Board

The Lord Chancellor in consultation with the
Lord Chief Justice announced the appointment of David Eveleigh and Marina Gibbs
as members of the Legal Services Board (LSB).
This appointment is for three years from 1 April 2014
and is subject to clearance.
Members receive non-pensionable remuneration of
£15,000 per annum for a commitment of at least 30 days a year. The LSB is
funded by an annual levy upon the legal profession.
The LSB was established by the Legal Services Act 2007
and is responsible for overseeing the regulation of legal services in England
and Wales. It is independent of Government and of the legal profession, and
oversees the bodies that regulate approximately 147,000 lawyers. The LSB is
also responsible for appointments to the Office for Legal Complaints, and for
overseeing the administration of the Legal Ombudsman scheme that resolves
complaints about legal services.
The LSB comprises of a Chairman and seven members. The
Board is supported by the Chief Executive and about 30 members of
staff.

David Eveleigh biography
David Eveleigh is the General Counsel of BT Plc’s
Global Services division, which delivers complex networked IT solutions to
global customers in more than 170 countries and has around 20000 staff
worldwide.
He leads a large international legal, regulatory and
compliance team which cover BTs operations in UK, mainland Europe, Africa,
Middle East, Latin America, USA and Asia. David is a member of the BT legal and
BT Global Services executive teams.
David started his career as an associate at Ashurst, and
graduated from Southampton University. He is currently based in the UK and has
also lived and worked in the US. David and his team have won various awards,
including the in House team of the year and In house lawyer of the year, and
have been pivotal in changing the function of the in house legal team within
BT. He is also serves as director of the European Competitive
Telecommunications Association which promotes and fosters a balanced regulatory
environment for the European Communications sector.
Marina Gibbs biography
Marina Gibbs has been Director of Competition Policy at
Ofcom since September 2007 where her focus is on competition in the fixed
telecommunications market.
Prior to joining Ofcom, Marina worked as a strategy
consultant for many years, latterly as Telecoms Partner at Spectrum Value
Partners where she advised clients internationally in relation to corporate and
commercial strategy development and regulatory and public policy
matters.
Marina also provided commercial due diligence support to
financial and trade investors in the telecoms and media sectors. Marina has an
MBA from Bradford University School of Management and a Masters and BA Hons in
Applied Modern Languages from the University of Grenoble,
France.
All appointments were made on merit and political
activity plays no part in the selection process. However, in accordance with
the Code of Practice of the Commissioner for Public Appointments, there is a
requirement for appointees’ political activity (if any declared) to be
made public. David Eveleigh and Marina Gibbs have declared that they have not
been involved in any political activity.
