Guidelines will ensure local communities can benefit from public spending

The Minister for Business and Budget, Jane Hutt, has launched new guidance on getting maximum value for every pound spent of public money.

The public sector in Wales spends approximately £4.3 billion annually on goods and services. The Welsh Assembly Government has developed the guidance to ensure that local communities benefit from procurement activity.

The Minister launched the guidance at the site of the new Church Village bypass, being built by Costain for Rhondda Cynon Taff council. She said;

“The Assembly Government recognises the substantial investment the public sector in Wales makes through its procurement spend and is continually looking at ways that even more value can be obtained.

“Public procurement can make an enormous difference to the social, economic and environmental well being of Wales and I would urge all those involved in spending public money to use this guide to ensure they get maximum value for every pound we spend.

“Community benefits can include the recruitment and training of economically inactive people, making a positive impact on the environment and contributing to the local area in terms of education, regeneration and community engagement.

“This guide will help those involved in public procurement to build community benefits into their tendering processes and provides information on resources available.

“Procurement offers opportunities to make a positive impact on local communities through recruitment, training and potential business for companies in Wales. This is clearly demonstrated here by Rhondda Cynon Taff and Costain at the Church Village Bypass.”
