The Rosemary Nelson Inquiry begins full Hearings
The Rosemary Nelson Inquiry will begin its full Hearings today (Tuesday 15 April).
The Inquiry has gathered tens of thousands of documents relating to its investigation from a wide variety of sources. More than 350 people have been invited to provide witness statements and live witness evidence is not expected to begin before the week of 28 April 2008.
The Full Participants in the Inquiry are Rosemary Nelson's family and other organisations; the Police Service of Northern Ireland (PSNI), the police officers who conducted the original murder investigation, the Northern Ireland Office, the Ministry of Defence and the Security Service.
The Inquiry is being conducted by a Panel of three:
* Sir
Michael Morland, Chairman of the Inquiry, a retired Judge of the
High Court of England and Wales.
* Dame Valerie Strachan,
former Chairman of the Board of HM Customs and Excise
* Sir
Anthony Burden, former Chief Constable of South Wales Police
A team of former police officers, headed by Robert Ayling (formerly Acting Chief Constable of Kent) was asked to prepare a report on whether the investigation of Rosemary Nelson's murder was conducted with due diligence. The team examined thousands of documents generated during the original murder investigation and Mr Ayling's finished report has been submitted to the Inquiry.

1. The Rosemary Nelson Inquiry was announced
by the Secretary of State for Northern Ireland, the Rt Hon Paul
Murphy MP on 16 November 2004.
2. Its Terms of Reference are: "To inquire into the death of Rosemary Nelson with a view to determining whether any wrongful act or omission by or within the Royal Ulster Constabulary, Northern Ireland Office, Army or other state agency facilitated her death or obstructed the investigation of it, or whether attempts were made to do so; whether any such act or omission was intentional or negligent; whether the investigation of her death was carried out with due diligence; and to make recommendations".
