On 20 November, 2013 the Committee of Permanent Representatives (COREPER I) granted a mandate to the Lithuanian Council Presidency to enter into negotiations with European Parliament and the Commission on the Proposal for a Regulation on electronic identification (e-ID) and trust services for electronic transactions in the internal market with a view to reaching first reading agreement on the file within the current legislature.

This Regulation lays down rules for electronic identification and electronic trust services for electronic transactions. It aims to establish a legal framework for electronic signatures, electronic seals, electronic time stamps, electronic documents, electronic delivery services and website authentication, etc.

According to the Chair of the Committee ambassador Arūnas Vinčiūnas, this is a priority dossier for the Lithuanian Presidency and the whole EU.

“Our interest is to advance on this important dossier as much as possible during our Presidency. Adoption of this Regulation will ensure that electronic transactions are secure and reliable within the Union, and thus it will contribute a lot to proper functioning of the EU internal market,” said ambassador A. Vinčiūnas.

In its conclusions of 25 October 2013 the European Council has requested the adoption of the above mentioned proposal under the end of the current legislature.

The first trialogue under the Lithuanian EU Council Presidency is scheduled to take place on 26 November in Brussels.

The ITRE committee of the European Parliament voted on this dossier on 14 October 2013.
