IISS: Syria: inevitable descent into civil war?

The latest Strategic Comment from the International Institute for Strategic Studies says that ‘Nearly a year into its uprising, Syria's descent into civil war seems unstoppable’. 

Neither the security crackdown of the regime of Bashar al-Assad, nor the self-defence operations of rebel groups is likely to lead to a decisive solution.  Meanwhile international diplomacy is stalled, but countries are still reluctant to intervene without a UN mandate.
