IfG publishes 7 tests for successful civil service reform plan

This is a pivotal moment for the future of the Civil Service - despite the cuts over the past two years the Civil Service is only half way through its ambitious cuts programme. Reform is needed because the government’s policy agenda is ambitious and the pressure remains to find savings. The reform plan, expected this month, must address how Whitehall can work and be successful with cuts of up to 20% in departmental spend. The plan must be more than another departmentally driven money saving exercise or list of random actions, if the civil service is to work well in the future. Our seven tests will be our way of testing how fit the plan is, when it is published, to tackle the challenges the civil service faces.
