New Crown Commercial Service leadership team revealed
Cabinet Office unveils the leadership team that will help the Crown Commercial Service save taxpayer money.
The senior leadership team is now in place that will help the Crown Commercial Service (CCS) drive forward the government’s radical reforms to deliver the most efficient commercial services and get the best value for taxpayers’ money.
Government Chief Procurement Officer Bill Crothers will take up the role of Chairman of CCS, with Sally Collier becoming its Chief Executive and Accounting Officer with immediate effect. Sally has been working as Deputy Chief Procurement Officer since 2012 and has extensive senior leadership experience in the civil service and a depth of procurement and commercial knowledge enhanced in the last year during her tenure as Managing Director of the Government Procurement Service.
Sally is joined by the appointment of Matt Denham as Director of Commercial Delivery, and Chris Hall who will continue to act as Director of Complex Transactions. Matt joins the government from Xchanging where he was General Manager UK & Head of Operational Sourcing and will be responsible for ensuring effective management of supplier relationships and creating leading edge procurement strategies to be used across government. Chris previously worked for Ernst and Young where he led the IT Sourcing practice, and has a successful background in the IT industry with EDS and Logica.
This means that the internal CCS leadership team is now complete. The team consists of: Matt James Director of Commercial Intelligence, Pippa Bass Director of Contract Management, Sam Rowbury Director of Policy Delivery, Matt Denham Director of Commercial Delivery, Chris Hall Director of Complex Transactions and Michelle Thorp Director of Commercial Reform Programme.

The new Crown Commercial Service – a key part of our long-term economic plan - will ensure we have a tighter grip on all aspects of commercial performance, from market engagement through to contract management. I am pleased that we have brought in exceptional talent from both the public and private sector, whose experiences will help CCS become a centre of excellence and spread the highest standards of procurement delivery across departments.

Sally has extensive experience in the civil service with a career spanning 20 years, while Matt and Chris have impressive leadership records across a variety of sectors.
All 3 are excellent additions to the team and a boon for government. Their commercial acumen, particularly in the area of procurement, means that all departments will benefit from the best knowledge and expertise in the business.
The Crown Commercial Service will deliver a complete commercial service for government departments, providing top industry expertise and fully-managed procurement services. The new scope moves away from frameworks and towards a fully managed end to end service. With both a delivery and an advisory capability, CCS will work with departments and wider public sector organisations to help them achieve maximum value for the taxpayer from every commercial relationship.
