PASC report: Cabinet Secretary and Andrew Mitchell inquiry

The independent think tank the Institute for Government will be looking closely at PASC’s report published today. Peter Riddell, Director of the Institute for Government, said:

"There needs to be greater clarity about who investigates ethical allegations against ministers. Sir Jeremy Heywood did exactly what David Cameron asked him to do. But, like several of his predecessors as Cabinet Secretary, including Lords Armstrong and Butler, he has found himself criticised.

"The Ministerial Code says it is not the job of the Cabinet Secretary to enforce the code. The remit of the Prime Minister's adviser on minsters' interests is limited. But it is in the interest of the Prime Minister as well as the Cabinet Secretary to know unambiguously who can, and should, investigate charges about ministers' conduct and behaviour as well as their interests."
