The document outlines the terms of reference for the Convention, and gives suggestions on how it might operate when it gets underway this summer.

The First Minister and Deputy First Minister have accepted the recommendations in the report, and will outline in due course what steps need to be taken to implement those recommendations.

The setting up of the All-Wales Convention was a commitment made as part of the One Wales agreement between Labour and Plaid Cymru. Its purpose is to create a national debate on full law-making powers for the National Assembly and assess the levels of support for any future referendum.

The First Minister said:

I wish to congratulate the members of the Establishing Committee for their work. They have completed their task quickly and efficiently, paving the way for the Convention to start work.

The Deputy First Minister said:

I’m delighted that by the summer the All Wales Convention will be able to start work in earnest, gathering information and views from organisations and ordinary members of the public in all corners of Wales.

The Government of Wales Act 2006 includes provision for a referendum to be held on the question of whether full law-making powers should be conferred on the National Assembly.

Former British Ambassador to the United Nations Sir Emyr Jones Parry has already been appointed chairman of the Convention.
