MULGAN AND BICHARD JOIN NATIONAL SCHOOL SUNNINGDALE INSTITUTE

Young Foundation chief Geoff Mulgan and University of the Arts Rector Sir Michael Bichard KCB are amongst a group of thought leaders from the UK and abroad to join the National School of Government’s Sunningdale Institute as Fellows, the School announced last week.
 
The new intake – the first since the inception of the Institute in 2005 – sees 14 new Fellows join the Institute. Fresh expertise in Human Resources comes with the recruitment of David Fairhurst (McDonalds, Northern Europe) and Tony McCarthy (BA), with Professor Gerry Johnson (Lancaster University Management School) adding to Institute capacity on Strategy. Trust and good governance receives additional emphasis from the arrival of Dr Kevin Money (Henley Management College) and Professor Robin Wensley (Warwick University Business School).
 
As well as Michael Bichard, the Institute’s pool of wider public service leadership experience now includes Alice Brown (Public Services Ombudsman, Scotland), Allan Fels (Chief Executive, Australia and New Zealand School of Government), Professor Christopher Hood (University of Oxford) and former permanent secretary Sir Ian Magee CB. The Government’s focus on the importance of innovation and the third sector in public service delivery sees the arrival of Lord Victor Adebowale (Turning Point) and Kristina Murrin (?What if!) in addition to Geoff Mulgan. Finally, the world of social science is represented by Professor Teresa Rees (Cardiff University).
 
Cabinet Secretary and Sunningdale Institute President Sir Gus O’Donnell commented: “Along with current members, the new tranche of Fellows represents an intellectually formidable source of thought leadership on management, organisational health and governance, and brings to the Civil Service the ‘practical wisdom’ that is the hallmark of the Sunningdale Institute. Being positioned on the threshold between government and the world outside, the Sunningdale Institute is able to work on projects where we need both sensitive handling and robust, evidence-based challenge. "
 
Attached to the National School and chaired by Professor Cary Cooper, the Sunningdale Institute is dedicated to helping ministers and public service leaders with organisational development and delivery issues, and works with organisations in a variety of ways – research and evaluation, building capacity through knowledge exchange in areas such as public leadership and governance, consulting on organisation and system design, connecting strategy and operations, and fostering innovation.
 
In recent months the Sunningdale Institute has published reports on Capability Reviews (Take-off or Tail-off? An evaluation of the Capability Reviews programme) and business models (Effective Business Models: What Do They mean for Whitehall?) - the latter based on an Institute research project initiated in response to Review findings. The Institute is currently assisting the Cabinet Office with work on leadership, working on the development of models and processes for assessing capability to achieve cross-cutting Public Service Agreements (PSAs) and working with the Home Office on a values and behaviour change programme.
