Lords briefing note on coalition government
On Thursday 20 January, the House of Lords held a four-hour debate on the 'constitutional and parliamentary effect of coalition government'.
The Lords Library circulated a background briefing note to all peers on the lessons and challenges of the past eight months of coalition government (PDF, 464KB) in preparation for the debate.
The paper drew heavily on the work of the Institute for Government, including our report on coalition government in the UK, United We Stand?
In the debate itself, peers addressed a number of issues including the:

status of the Salisbury Convention - which states that the Lords should not block a government's manifesto commitments, in the context of coalition government.
