Transition Factors

As off recently we will be writing to each provider to notify them of their transition factor.

As you know, we have been working closely with representatives from colleges, training organisations and other organisations to review and simplify all aspects of the current funding system – rates, formula and earnings method.

With any change in the funding system, even where the change has gone through "dual running", there will be transitional issues at provider level. For example, earnings under the new system will not be the same as those under the old one. We have therefore developed transitional arrangements in consultation with the sector and published the principles of these in A New Streamlined Funding System for Adult Skills.

We have calculated transition factors from the final ILR data submitted to the Agency for 2011/12 provision. We have made a number of adjustments to ensure that we have a robust and consistent estimate of the impact of the new funding system and thus a reliable transition factor. A breakdown of how the transition factor has been calculated is included for each provider in their letter.
