Help shape provider ratings review

To inform the review of the proposed provider ratings system, the NHS Confederation is hosting an event on behalf of the Nuffield Trust, where members can have their say and make their voice heard.

Taking place on Thursday 22 January in London, we are seeking representatives from across our membership to attend and input into the review. If you would like to attend the event, being held at our London office from 12:30 to 15:00, please email

What is the provider ratings review?
The Nuffield Trust has been commissioned by the Secretary of State for Health to review whether there should be a single summary score which indicates the quality of care in organisations providing health care or social care.

To inform the review, the Nuffield is seeking to engage a wide group of local and national stakeholders to gain consensus on this important issue.


Why is it important?
While there is a significant amount of information available on organisations providing health and social care in England, there is currently no agreed, aggregate 'rating' to summarise and compare the performance of organisations or the services they provide.

Such a rating might also be of value to the public in helping to choose the right services, and to organisations purchasing or providing services to seek better performance.


What are the review's objectives?

The objectives of the review are:
  • to map the current system of assessing the quality and safety of care of providers of health and social care and the current system of accountability for quality of care.
  • to identify the advantages and disadvantages of aggregate assessment of providers of health and social care.
  • to identify in broad terms how best to combine relevant current and historic data on quality (safety, effectiveness, and user experience) and information from inspection to provide useful, credible and meaningful aggregate assessment for comparing the  performance of organisations providing health care and social care. Key goals will be to use existing metrics, rather than require costly new data collection, and not to create extra burdens on providers.
  • to suggest priorities for developing data and testing metrics in the short to medium term to allow better aggregate comparative assessment.
  • to identify which organisation/s might be best placed to provide such aggregate comparative assessments.
