Vehicle tax changes for disabled people

If you get the Higher Rate Mobility Component of Disability Living Allowance (DLA), it is now easier to get your free vehicle tax. You’ll now be given a reusable Certificate of Entitlement to DLA, rather than having to get a new one each year.

New reuseable Certificate of Entitlement to DLA

To get free vehicle tax, people on DLA need to have a Certificate of Entitlement to DLA.

DLA404 Certificates and annual Certificates of Entitlement have now been replaced with a new reusable Certificate of Entitlement to DLA. You can use this new reusable certificate to get free vehicle tax as long as you remain entitled to the Higher Rate Mobility Component of DLA.

Once you’ve used the new certificate to claim your free vehicle tax disc for the first time, keep it safe as you’ll need it every year.

If you already have a Certificate of Entitlement for this year you don’t need to do anything.

You can continue to use your existing DLA404 Certificate or annual Certificate of Entitlement until the certificates expire and need to be replaced.

A new information leaflet DVLA INS216 will be issued with the new Certificate of Entitlement to DLA. This provides more information on how to get free vehicle tax.

If your circumstances change

Your circumstances are considered to have changed if your:

  • Certificate of Entitlement to DLA is lost, damaged or stolen
  • vehicle or the registered keeper changes
  • DLA404 has expired and needs to be replaced

If any of these apply you will need to contact the Disability Living Allowance Unit to get a new Certificate of Entitlement to DLA.
