Working with the Public Sector
Fraser and Fraser has been working with the Public Sector since 1969. Our role is locating the next-of-kin of deceased persons. Regulated by the Professional Paralegal Register, we are an award-winning ISO 9001 and ISO 27001 accredited business, an Associate Corporate Member of the Institute of Cemetery and Crematorium Management, a Corporate Member of the Empty Homes Network and an APSE approved Partner.
Our work, free of charge to the Public Sector, supports Local Authorities and other Public Sector bodies in a number of ways, including:
- Where a Council is arranging a funeral under s.46 Public Health 1984, it will often need to notify the deceased person’s next-of-kin, to be able to attend the funeral if they wish, and ideally, take on the funeral arrangements themselves.
- Where a Council’s Adult Social Care / Appointeeship & Deputyship team has been looking after the financial affairs of their client and their client passes away, the Council will need to pay any remaining funds to deceased’s executors or next-of-kin.
- Where a Council’s Private Sector Housing Team is working to bring Empty Home back into use and will need to engage with the owners of the Empty Homes.

All our UK research takes place in our offices, located close to London’s legal district. Accreditations
Since August 2016 all of our UK and US case managers and Partners, Neil and Andrew Fraser are regulated by Association of Probate Researchers (APR). All members have a practising certificate and follow best practise methods.
APR is a recognised body of the Professional Paralegal Register (PPR). The probate research industry is unregulated and APR was set up as a voluntary, self-regulatory body which aims to raise standards and to offer protection to beneficiaries from amateurs and hobby genealogists with little or no legal training.
