Our Services

Through work for planning authorities, developers and landowners, Porter PE has gained a real depth of practical and applied knowledge of economic factors that both drive and discourage development. Porter PE services links planning and delivery, ensuring plans, policies and activities are realistic in market terms and/or have wider economic value. This includes undertaking research studies that consider the National Planning for Local Plans, CIL and the achievability of future sites to be viability tested. 

We have experience in assessing and/or appraising projects, programmes and policies. We work to understand, identify and estimate the intended (and sometimes unintended) economic impacts of real projects and policies, which is where our knowledge of tools for pricing non-market benefits is important.  The purpose is to use appraisals for making good decisions and evaluations to learn from previous experience.

Our work covers markets and policies relating to housing, commercial property, retail, tourism, investments in renewables and other specialist facilities from student accommodation to prisons.

Our list of key services include:

  • Providing Inquiry Support/Expert witness on viability and delivery matters. 
  • Undertaking market assessments testing local demand and investor appetite, running viability appraisals and advising on delivery issues. 
  • Section 106 negotiations (mostly through repeat business) at sites. 
  • Masterplanning sites through market assessments, development appraisals and advising on delivery issues. 
  • Housing and Employment land supply and demand studies, and advising on the distribution of economic growth and housing for functional areas. 
  • Economic research, forecasting and analysis to inform decision-making by providing an evidence base for informing local plans. 
  • Development of strategies, programmes and action plans in policy formulation, delivery and monitoring.
  • Appraisal to select the best options and support funding bids and evaluation to gauge the success of policies. 
  • Business case development through feasibility studies, valuations, costing and analysis of public-private funding models.
