Pactum provides recruitment services and was founded in 1988.  The company is owned by David Lovegrove and Philip Steege who both manage the business and work as recruitment consultants. Prior to forming Pactum, David worked for a large computer company, ICL, in technical sales and marketing roles.  Philip previously helped to found and run a company supplying contract engineering staff.

We recruit for both permanent and contract positions and our current turnover is £1.9 million.

Services Description

When Pactum began operations we focussed on IT recruitment, principally for contract roles, and specialised in relational database practitioners. Throughout the 90’s we built strong relationships with major telecommunications companies in the UK and developed a further specialisation in network engineering skills. Subsequently we began to also work for intergovernmental organisations based on continental Europe – initially these were UN agencies. Whilst retaining our specialisms, we built the capability to recruit effectively for any IT skill or role.

Currently our work is focussed on Germany where we identify and employ staff, mainly in IT roles, to work on contracts for services at two, science-based intergovernmental organisations.  We are actively seeking to re-develop our business in the UK.
 

Government/Public Sector Experience

Much of David’s work with ICL involved UK government departments including research establishments, the NHS and central agencies.

Pactum’s two clients in Germany are EUMETSAT and ESO – both are funded by multiple Governments. EUMETSAT commision and operate systems of satellites that collect data used to monitor the Earth’s environment and for weather forecasting.  Initially our work involved recruiting contract staff for a variety of IT roles.  Currently we employ 10 people who work at EUMETSAT under contracts for IT services.

ESO are Europe’s centre for Astronomy and Pactum have recruited software engineers who work on scientific applications.
