Established in 1989 Ecological Planning & Research (EPR) is one of the UK’s leading ecological consultancies, lead by Directors Philip and Karen Colebourn, with a combined experience of over 50 years in ecology, planning, nature conservation, expert witness and ecological impact assessment. Through our varied experience of dealing successfully with sensitive issues, and its expert field staff, many of whom are acknowledged as leading specialists, EPR can offer unrivalled guidance and advice in all matters at the interface of ecology and land use.

Our team of over 30 professional highly-qualified, knowledgeable professionals possess a wide range of skills and experience, specialising in ensuring workable ecological solutions for projects of all sizes, and providing the highest quality advice to our clients.  All professional members of the team are qualified to degree level or above and all are members of the Institute of Ecology and Environmental Management (IEEM).  We are able to field substantial project teams with the necessary skills to see successful outcomes for both our clients and ecology.

EPR’s experienced staff will ensure that we provide you with the highest quality survey information, the bedrock of our advice. We are able to provide all the national habitat survey techniques, including Phase 1 Habitat Surveys, Phase 2 Vegetation surveys, River Corridor and other aquatic surveys, and our experience covers all protected species.   This expertise enables us to provide an unrivalled service to both development and conservation clients.

EPR’s solid footing in both ecology and planning enables us to advise on all ecological aspects of development; from initial surveys and early design input, through consultation and planning, to implementation. EPR has extensive experience in EIA of major projects and of the Public Inquiry system.  We have given evidence at many Public Inquiries over more than 20 years, both under S.78 Appeals and through Local Plan Inquiries and Informal Hearings, under a wide variety of rules; Structure Plan Examinations in Public, and proposals Called-in by the Secretary of State.

Our ecological expertise is backed up by a wealth of experience and knowledge of nature conservation policy and legislation and EPR has particular experience of the EU Habitats and Birds Directives, and the UK Habitats Regulations. We have specific expertise in preparing, or providing information for, Appropriate Assessments under the Habitats Regulations, for both developers and local authorities.

In addition to development work, EPR has long experience of managing land to protect or enhance its nature conservation value.  Our clients include national bodies such as Plantlife and The National Trust, Local Authorities, and private clients.  We are very experienced in preparing formal management plans and monitoring their success.

EPR has an extensive portfolio of major clients, including:

  • Numerous Local Authorities
  • Natural England
  • The Highways Agency
