A blueprint for Scotland's wellbeing economy: Scottish Government response

The Scottish Government’s response to the Advisory Group on Economic Recovery report “Towards a Robust, Resilient Wellbeing Economy for Scotland: Report of the Advisory Group on Economic Recovery.”

The Advisory Group on Economic Recovery (AGER), chaired by Benny Higgins, was established to provide expert, independent advice on supporting the different sectors and regions of Scotland’s economy to recover from Covid-19. The Group’s report was published on 22 June and contained 25 recommendations directed at both the Scottish Government and others. Our response to the AGER report is an action plan for supporting Scotland’s economic recovery, one which focuses on jobs and supports our transition towards a wellbeing economy. Delivering on the actions set out in this response will require a cohesive and coordinated approach and we commit to a partnership approach with business, third and voluntary sector, local authorities and our enterprise and skills agencies to achieve this. We have accepted all the recommendations from the Report and identify six key areas for action:

  • Business recovery and sustainable, green growth
  • Engagement and partnership approach
  • Employment, skills and training
  • Supporting people and places
  • Investment-led growth for wellbeing
  • Monitoring progress and outcomes

This response is being published alongside the Scottish Government’s response to the report by the Enterprise & Skills Strategic Board sub-group on measures to mitigate the labour market impacts from Covid-19 which outlines the actions that need to be taken in order to address rising levels of unemployment in Scotland. In our response, which links closely to the Business Recovery and Employment, Skills and Training sections of the AGER response, we set out actions underway or planned to address the challenges raised by the Sub-group report across four themes:

  • Business support
  • Assistance for those facing redundancy
  • Training to help unemployed people to transition into employment
  • Helping vulnerable people into employment
