Climate Change Agreement: Consultation response

techUK’s response to proposals to extend and reopen the Climate Change Agreement.

Treasury announced in the March Budget that the Climate Change Agreement (CCA) will reopen and be extended to 2025 whilst policymakers cogitate on a longer term alternative.  A consultation was issued in April and we submitted our response to BEIS last Thursday, 11th June.

We strongly support the decision to extend the scheme and open it to new entrants.  However, the proposals suggested a very short window for new applicants, an increase in the buyout fees, a new target and a new base year of 2018.   We pushed back robustly on all these:  the window is too short to allow operators to prepare new sites, especially if they are busy with COVID-19 recovery or new to the scheme.  Now is not a good time to increase buyouts, and implementing new base years and new targets adds pointless complexity when we have existing targets that could be extended.
