A new framework aims to target, measure and manage social value through public finance.
The Social Value Portal has developed a new framework known as the Welsh TOMS (themes, outcomes and measures) to target, measure and manage social value through public finance on behalf of the Welsh Local Government Association.
The National Social Value Taskforce Wales, a stakeholder forum comprising of public sector organisations including Welsh Government, the Office of The Future Generations Commissioner, and Transport for Wales, housing associations and local authorities, also supported the development of the Welsh TOMS.
To improve social value and community benefits of procurement across the Welsh public sector, the Welsh Government is looking to support organisations unlock social value in their supply chains. Hence, we have produced a short questionnaire to help us to identify how we can best support the Welsh public sector to deliver social value.
