Jill Rutter, Institute for Government Programme Director, responded to yesterday’s statement by David Davis, the Secretary of State for Exiting the European Union

"The Institute for Government welcomes David Davis’ promise of new primary legislation to implement the withdrawal agreement. This is the best way to give the deal the scrutiny it needs, reduce the potential for judicial review and give citizens’ rights a degree of entrenchment in UK law. But a promise of legislation alone is not enough to answer the many outstanding questions on the legal status of any deal – and the Government will need to address those in the months to come."
