Lords Liaison Committee recommends new committees

The House of Lords Liaison Committee yesterday published its report  “Review of investigative and scrutiny committees: strengthening the thematic structure through the appointment of new committees”.

Background

The report builds on and concludes the Committee’s review of investigative and scrutiny committees which began in January 2018. The Committee’s previous report and recommendations (published in June 2019) can be found here. During the initial part of the review the Committee heard from more than 50 oral witnesses and received over 70 pieces of evidence, from House of Lords Members, other parliaments and external organisations. Between September and December 2020, a number of Members of the House submitted their thoughts to the Committee including during a Seminar on 3 December.

Key recommendations

The report recommends the establishment of the following committees in April 2021 (the existing EU Committee and the EU sub-committees should continue until 31 March 2021):

  • Built Environment Committee
  • European Affairs Committee
  • European Affairs Committee sub-committee on the Protocol on Ireland/Northern Ireland
  • Environment and Climate Change Committee
  • Industry and Regulators Committee
  • Justice and Home Affairs Committee

The Committee also recommends the establishment of an International Agreements Committee which will succeed the current sub-committee and therefore the Committee recommends this Committee be established in January 2021.

The Committee has agreed that the current COVID-19 Committee should continue until November 2021, when the work of the Committee will be further reviewed.

The report establishes a flexible and organic system allowing the committee structure of the House to adjust to future needs and demands. The new committees will have broad, cross-cutting remits, which will enable them to adjust flexibly and swiftly to the many challenges which the country will face in the years ahead, whilst complementing the work of House of Commons departmental select committees.
