NCSC advice to select telecommunications operators with national security concerns

The NCSC has issued advice to a limited number of UK telecommunications operators regarding the potential use of ZTE equipment and services.

Dr. Ian Levy, Technical Director of the National Cyber Security Centre (NCSC), has written to a limited number of telecommunications organisations regarding the potential use of ZTE equipment and services in the UK telecommunications infrastructure environment. ZTE is a Chinese state-owned enterprise.

His letter sets out the NCSC’s considered technical advice in regard to the potential use of ZTE equipment and services in telecommunications infrastructure where there could be national security concerns.

Dr Levy said:

“It is entirely appropriate and part of NCSC’s duty to highlight potential risks to the UK’s national security and provide advice based on our technical expertise.

“NCSC assess that the national security risks arising from the use of ZTE equipment or services within the context of the existing UK telecommunications infrastructure cannot be mitigated."

Notes to Editors

  • The letter was sent to a limited number of telecommunications operators where there could be national security concerns.
  • NCSC advice is intended to help such operators understand potential risks and put in place appropriate mitigations.
