NHSX publishes data strategy for health and social care

Commitments outlined include agreeing a target data architecture for health and social care, setting out how and where data will be stored, shared and sent.

NHSX yesterday published the long-awaited data strategy for health and social care, setting out a number of commitments to: improve public understanding of the potential of data-driven innovation, boost data sharing across health and care, with the right safeguards in place, and build the required technical, legal and regulatory foundations to underpin this transformation.  

While some of the building blocks have already been put in place to help us address the challenges posed by COVID-19, the strategy, published in draft ahead of engagement with the public and with stakeholders, acknowledges that there is much more to be done.

At techUK, we will engage throughout the summer with members to draft our response to the document. We were pleased, however, to see a focus on empowering the public and ensuring that the tech required is in place to enable people to easily access their health and care data. In the Ten Point Plan for Healthtech we published at the beginning of February, we called on the health service to prioritise improving citizens’ access to their own data, enabling them to make data-driven, informed decisions about their own care.

Other commitments made in the strategy include:

  • Introducing legislation to create a statutory duty for health and care organisations to share anonymous data for the benefit of the system as a whole
  • Introducing legislation to create a power for the Secretary of State for Health and Social Care to mandate standards for how data is collected and stored
  • Introducing legislation to require information from all adult social care providers (public and private), with the aim to help craft a better-informed picture of adult social care service delivery in England
  • Publishing a transparency statement outlining how health and care data has been used across the sector
  • Working with care providers to drive adoption of digital social care records
  • Agreeing a target data architecture for health and social care setting out how and where data will be stored, shared and sent
  • Developing and publishing a standards and interoperability strategy, along with a standards roadmap
  • Growing the AnalystX community, which techUK has been working closely with over the past year.

As better use of data across health and care will only help to ensure the system is well-equipped to cope with the challenges of the future, we look forward to engaging with members and stakeholders to help make the strategy a reality.”
