National Procurement Service framework updates.

We recently published our future NPS pipeline which showed that local government will lead on new collaborative arrangements for construction consultancy frameworks in future. To ensure continuity of service for our customers, we have extended the current frameworks until 30 November 2020, while Cardiff Council retender 2 existing frameworks:

• Construction consultancy (infrastructure and estates)
  framework ref: NPS-PS-0027-15 (phase 2)
  The extension period began on 1 April 2020

• Construction consultancy (facilities and additional services) 
  framework ref: NPS-PS-0028-15
  The extension will begin on 1 July 2020

Whilst this extension falls outside of the original 4 year term, it is provided for by Regulation 72(1)(c) ("unforeseeability ground") of the Public Contracts Regulations 2015.

Customers using the call-off the framework agreement will do so at their own risk, including potential WEFO funding implications, and may want to seek their own legal advice before doing so.
