CCC: Response to decision on carry-forward of surplus emissions from second carbon budget

The Committee on Climate Change (CCC) has responded to correspondence from Chris Skidmore MP, Interim Minister of State for Energy and Clean Growth, about the carry-forward of surplus emissions from the second carbon budget (2013-2017).

CCC Chairman, Lord Deben, recently said:

“We have set out our position in a further letter to government. We note the government’s acceptance of our advice that the surplus should not be used to reduce the commitments in future carbon budgets. The view of the CCC remains that surplus emissions in the second carbon budget period were not due to policy. As requested we will provide recommendations on handling technical revisions to the emissions baseline in due course.”
