Course Purpose

This course develops the capability to chair multi-agency coordination groups during emergencies and recovery.

It explores how chairs enable effective, structured and accountable decision making within multi-agency coordination arrangements, and how to maintain authority, manage group dynamics and represent the group under pressure.

Who is this course for?

This course is designed for those who expect to have responsibility for chairing a multi-agency coordination group. This includes current and aspiring chairs of Strategic, Tactical and Recovery Coordinating Groups, as well as those who may be required to chair specialist groups such as Media and Comms or Mass Fatalities multi-agency groups.

It is particularly relevant for leaders from Category 1 organisations who are required to lead collaborative partnership decision making across organisational boundaries.

This course is not designed for those seeking training on the procedures and structures of multi-agency response. Learners should complete the relevant UKRA multi-agency incident course for their role before attending this course.

Recommended prior learning and experience

Before taking this course, learners are expected to have the following knowledge and experience:

  • Experience of working at TCG or SCG level in a multi-agency response.

Learners without this level of proficiency should consider completing the following UKRA course first.

  • Strategic Multi-Agency Incident Response.
  • Tactical Multi-Agency Incident Response.

Learning Outcomes

By the end of this course, learners will be able to:

  1. Analyse the role and responsibilities of a chair within multi-agency coordination groups, including authority, mandate and legitimacy.
  2. Apply core chairing skills to facilitate structured, effective and outcome-focused multi-agency meetings in simulated response and recovery scenarios.
  3. Assess how governance, decision making and escalation processes operate within multi-agency coordination arrangements across response and recovery.
  4. Evaluate how procedural fairness, inclusivity and challenge influence group dynamics, decision quality and partner engagement.
  5. Define approaches to managing pressure and representing the group while maintaining strategic focus during response and recovery.
