Digital Transformation of Public Procurement study: Results

The Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs commissioned a study on the uptake of emerging technologies in public procurement.

In 2019, the Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs which is the European Commission Service responsible for EU policy on the single market, industry, entrepreneurship and small businesses, commissioned a study on the uptake of emerging technologies in public procurement. Emerging technologies have the potential to transform public procurement by enabling better decisions, reducing costs and increasing transparency, examples of these technologies include automating repetitive admin tasks to providing unprecedented information and analysis.

The study, which covers technologies such as Artificial Intelligence and machine learning, robotic process automation, virtual reality and more, features:

• a list of 96 projects where these new technologies have been explored or used by public authorities for procurement in 68 countries (as of January 2020);
• 20 detailed case studies presenting the issue addressed, impact, cost, requirements and risks of particularly interesting projects;
• a final study report including a detailed analysis and conclusions. This document presents the overall approach and findings, including 10 recommendations for the application of emerging technologies to public procurement.
