The Progression Dashboard can be used to show trends over time at each Upper Tier Local Authority [4] (UTLA) and region [5] in England.
The dashboard shows
- The number of people with coronavirus identified through testing at an NHS lab (Pillar 1) or from commercial swab (Pillar 2) testing
- Triage of coronavirus symptoms through NHS Pathways by calls to NHS 111 and 999 and through NHS 111 online. This is a count of triages, not a count of people as a person may have accessed the service multiple times with different symptoms.
The data will present the latest available information to highlight trends and changes by location and is updated every day, with data available from 18 March 2020 to three days before the current calendar date.
Jem Rashbass, executive director of master registries and data at NHS Digital, said: “We are working hard with our partners across the health and care sector to provide rapid access to vital data which could aid the pandemic response.
“The reason the progression dashboard is important is because it shows two measures that are associated with changing levels of coronavirus infection – people who have possible symptoms and then the results of the number of tests for the virus. By tracking the two over time at local level we can monitor whether there are possible new hotspots of infection.”

Notes for editors
[1] Coronavirus Cases (Source): This is a count of people, not tests. Confirmed case counts for England and subnational areas are provided by Public Health England and represented at the Upper Tier Local Authority (UTLA) level. More information on cases can be found here- https://coronavirus.data.gov.uk/about. Cases that are known to be in England but for which there is insufficient information to allocate them to a specific Local Authority are excluded from this dashboard. This means that when looking at the grand total it is less slightly less than the overall England total on gov.uk
[2] NHS Pathways 111/999 Triages: This data shows the latest information relating to the triage of coronavirus symptoms triaged through NHS Pathways by callers to NHS 111 and 999. It reports the triages which have received a potential coronavirus (COVID-19) final disposition. This is a count of number of assessments, not the number of people. This data is based on signs and symptoms reported by members of the public and is not based on the outcomes of tests for coronavirus. The North West, Yorkshire, East Midlands, East of England, London, and South Western Ambulance Services use another system to triage calls to 999. Therefore, for UTLAs in those areas, data here will not include most 999 calls related to COVID-19. This information is presented at Upper Tier Local Authority (UTLA) level and is grouped from the postcode of the caller to the relevant UTLA.
[3] NHS 111 Online Triages: This data shows the latest information relating to the triage through NHS 111 online. It reports the triages and completed online assessments which have received a potential coronavirus (COVID-19) final disposition. This is a count of number of assessments, not the number of people. This data is based on signs and symptoms reported by members of the public and is not based on the outcomes of tests for coronavirus. 111 Online Triage counts are allocated to an Upper Tier Local Authority (UTLA) based on the postcode area and the CCG of the individual. In some cases there is no direct mapping from a postcode area and CCG to a UTLA. In these cases the count has been allocated to a UTLA based on the proportion of postcodes in the UTLA that overlap with the CCG and postcode area of the individual. Data for this release does not always match the NHS Pathways dashboard figures. This is due to two reasons:
- Data for this release were extracted retrospectively. Due to changes in the triage system, it is not possible to recreate exactly the information available at the time of the NHS Pathways release.
- Regional figures for some UTLAs in this release are created by assigning triages based on the proportion of postcodes form a postcode area and CCG that are in the UTLA. This involves some rounding which effects the daily England figure by a small amount.
​Where an exact count of 111 online triages is required, it is recommended to use the NHS Pathways dashboard.
[4] Population (Source): Data provided by ONS. Lower Tier Local Authority (LTLA) population figures mapped to UTLA using geoportal reference data (Source). Population estimates are from mid-2018.
[5] Regions data (Source): Data provided by the ONS Open Geography Portal Local Authority District to Region (April 2019) Lookup in England. Data contains Local Authority District (LAD) and ONS Region Codes and names. This is joined on the LTLA to UTLA mapping from the ONS Open Geography Portal's and used to present the data at regional level.
