Space Industry Bill scrutinised by Peers

The Constitution Committee today publishes a report on the Space Industry Bill [HL] which establishes a new regulatory framework for UK based spaceflight activities.

The Committee draws attention to the large number of delegated powers in the Bill and to the broad catch-all regulation-making power. It recommends that the Henry VIII power in the Bill includes a mechanism for the consent of the devolved institutions when it is used to amend or repeal legislation passed by those bodies. It also calls for the urgent enforcement authorisations proposed under the Bill to be subject to judicial approval, even if it takes place after the authorisations have ceased to have effect.

The Committee stage of the Bill is yet to be announced.
