Statement by President von der Leyen on reaching a swift and ambitious agreement on the European recovery package

Reaching a swift and ambitious agreement on the European recovery package is the EU's highest priority for the coming weeks.

The Commission has made proposals that respond forcefully to Europe's recovery needs and will lay the foundations for a more sustainable and resilient economy for future generations. Since the Commission tabled its proposals for NextGenerationEU and a revamped Multiannual Financial Framework for 2021-2027 on 27 May, intensive contacts have taken place with both the European Parliament and the Council. These constructive exchanges have shown both a shared determination to act to support the European recovery, as well as common ground on many aspects of the package.

Strong political leadership will be required to bring this work to a rapid and successful conclusion. Close coordination between the institutions and full involvement of the European Parliament are of paramount importance. Coming to an agreement swiftly is crucial.

To this end and as provided for under Article 324 of the Treaty, I have invited David Sassoli, the President of the European Parliament, and Angela Merkel, German Chancellor, in her capacity as rotating Presidency of the Council, as well as Charles Michel, the President of the European Council, to a meeting on 8 July to take stock of progress and prepare the intensive political negotiations that lie ahead.

It is our joint responsibility to finalise this recovery package without delay, and to show to all Europeans that the Union is ready to act for the benefit of all.
