18 Sep 2026 10:36 AM
The Scottish Government response to the recommendations set out in the UK Covid-19 Inquiry's module 3 report.
Introduction
The Chair’s recommendations relevant to the Scottish Government cover a wide range of issues relating to the impact of the Covid-19 pandemic on healthcare in Scotland.
The UK Covid-19 Inquiry’s report contains a total of 10 recommendations, of which nine are addressed to the Scottish Government to respond to. These nine recommendations have either been accepted or accepted in principle. An acceptance in principle means that the Scottish Government agrees with the recommendations and supports them but the actions to be taken to achieve them may differ from that proposed by the Inquiry.
Development of this response has been supported by the Covid Inquiry Response Engagement Group (CIREG), whose feedback has shaped how we have approached these recommendations. Their insights have been drawn on throughout this document.
