UK Government guidance to foreign fans considering travelling to England for semi-finals and final of UEFA EURO 2020

The UK Government has today issued a reminder on the latest guidance for any foreign-based football fans considering travelling to the UK for the semi-finals and/or final of UEFA EURO 2020 at Wembley Stadium on 6, 7 and 11 July 2021.

Whilst the vast majority of the 60,000 ticket holders are expected to be from within the Common Travel Area (CTA), there are expected to be a small number of ticket holders travelling from outside the CTA who were successful in UEFA’s initial ballot. This guidance is applicable to them, and to any fans without tickets considering travelling to the UK.

The strict measures set out below are designed to deliver a safe and secure conclusion to UEFA EURO 2020, and reflect the Government’s clear position that public health and safety remains its absolute priority.

UK border policy

• Any fans wishing to travel to the UK to watch any of the matches should only do so if they have a ticket and are not in a red list country, or an amber list country if arriving in the UK and quarantining for 10 days before the relevant fixture (5 full days with test-and-release).
• They will be subject to travel restrictions and the current health requirements that will be in place in the UK (more details here) and at their place of origin at time of travelling, including testing and quarantining.
• They must complete their Passenger Locator Form before travelling to the UK, which will help ensure queues are kept to a minimum.
• They will also need to have a negative result from a Pre-Departure Test within 72 hours of coming to the UK.
• They must also book Day 2 and Day 8 tests in advance.
• Anyone who has been in an amber list country within the past ten days must complete self-isolation periods in full before attending any matches. This is 10 days, or five days with test-and-release.
• Anyone that is suspected of not intending to self-isolate for the required 10 days (or 5 days with test-and-release) may be denied entry to the UK. They will be liable to Fixed Penalties of up to £10,000 if they do not comply and their ticket may be cancelled.
• The UK Government is working closely with UEFA to ensure that direct messaging is being provided to international ticket holders on the latest guidance and regulations, which is also available on gov.uk.

Domestic travel

• Ticket holders who have completed their self-isolation period in the UK and will be travelling to a match are being advised that transport services and roads are likely to be busier than usual. Passengers should therefore plan ahead, and try to travel at quieter times, and take less busy routes where possible.
• Transport operators are working hard to keep passengers safe as they travel and have put in place measures including enhanced cleaning, increased ventilation, technologies, and hand sanitiser stations. Passengers should remember that unless they are exempt, it is mandatory to wear face coverings on public transport and inside transport hubs e.g. train stations and they should keep their distance from others where it is possible to do so.

Entry requirements to matches

• All ticket holders will need to follow strict entry requirements through demonstrating proof of a negative Lateral Flow Test (LFT), reported and demonstrated via a text message or email. The test needs to be taken within 48 hours of the time stadium gates open (meaning three hours before match kick-off).
• Any other test results, such as a PCR test result from a private company, or vaccination record, i.e a COVID-19 vaccination record card, will not be accepted and entry will be denied.
• In addition to existing entry requirements, the FA will be conducting additional spot checks on ticket holders for the remaining matches at Wembley and asking for additional LFTs where necessary.
• Face coverings will be mandatory inside the stadium concourse.
