APPOINTMENT OF MEMBERS TO THE VPC AND ITS SUB-COMMITTEES

Agriculture Ministers have announced the appointment of Mr David Skilton, Veterinary Surgeon, as successor to Professor Ian Aitken OBE, as Chairman of the Veterinary Products Committee (VPC) for a four-year term with effect from 1 January 2004.

In addition, Dr Alistair Boxall, Prof Barry Cookson, Dr John Gilleard, Dr Peter Greaves, Mr Frederick McKeating, Prof Stuart Reid and Dr Jason Weeks have been appointed members of the Committee for a term of four years from 1 January 2004 together with the re-appointment of Prof Tar Ching Aw, Mrs Rosemary Collingborn, Prof Michael Day, Dr John Thompson and Mr Anthony Wall also for four years from 1 January 2004. Dr Ray Heitzman has been re-appointed for a two-year term of office.

Ministers have also announced the following appointments and re-appointments to the VPC's Sub-Committees:

The appointment of Mr Francis Anthony Dr Seamus O'Reilly, Dr Michael Donaghy, Dr Finlay Dick as new members and the re-appointment of Dr David Ray and Dr John Thompson to the Appraisal Panel for Human Suspected Adverse Reactions to Veterinary Medicines, and the appointment of Dr Anne Spurgeon as a new member and the
re-appointment of Dr Len Levy to the Medical and Scientific Panel with effect from 1 January 2004 to 31 December 2007.

Notes for Editors

1. The Veterinary Products Committee was established in 1970 under section 4 of the Medicines Act 1968. Its terms of reference are:

To give advice with respect to safety, quality and efficacy in relation to the veterinary use of any substance or article (not being an instrument, apparatus or appliance) to which any provision of the Medicines Act is applicable.

To promote the collection of information relating to suspected adverse reactions for the purpose of enabling such advice to be given.

2. The Medical and Scientific Panel was established in 1994. Its terms of reference are to:

- evaluate research currently available, and in progress, on organophosphorus (OP) sheep dip products in relation to possible human exposure,

- advise on any additional work that may be needed to elucidate the potential long-term effects on humans of OP sheep dip,

- advise on the suitability of any projects submitted for research, and

- report its findings to the Veterinary Products Committee, as its Sub- Committee.

3. The Appraisal Panel for Human Suspected Adverse Reactions was established in November 1991 to:

- evaluate all suspected adverse reactions to veterinary medicinal products in humans to:

i) identify any trends and signals of emergent problems

ii) generate hypotheses as to possible causes of these trends

- monitor the consequences of recommendations for changes in working practices or use,

- report its findings to the Veterinary Products Committee, and

- produce an Annual Report of its findings.

4. Members are independent experts in their specialisms. They contribute by their individual expertise and judgement to the advice given by the Committee to the Health and Agriculture Ministers, who act as the Licensing Authority for veterinary medicines.

5. For each meeting they attend, members are entitled to claim a preparation fee of £62 and an attendance fee of £125 (the Chairman's fees are £80 and £159 respectively). In addition, members can claim an extra preparation fee of £62 for each additional item they are asked to lead on. Travel and subsistence is also payable within Department for Environment Food and Rural Affairs' guidelines.

Veterinary Products Committee

Mr David Skilton BVSc, MRCVS (Chairman)
Consultant Veterinary Surgeon, Bramhall, Cheshire

David Skilton is a consultant veterinary surgeon specialising in companion animal work. He is the Claims Director and Chairman of Claims Group of the Veterinary Defence Society. He has a special interest in veterinary medicines and their application in practice. He was first appointed a member of the VPC in 1996. Mr Skilton has declared no political activities.

Professor Tar-Ching Aw MBBS, MSc, PhD, FFOM, FRCP, FFPHM Head, Division of Occupational Health, Kent Institute of Medicine & Health Sciences, University of Kent at Canterbury Specialism: Occupational Health/Hygiene

Professor Aw is Chair of Occupational Medicine at the University of Kent at Canterbury. This post is combined with headship of the Occupational Health department for the East Kent Hospitals NHS Trust. Prior to taking up this post, he was senior lecturer and consultant in occupational medicine at the Institute of Occupational Health, University of Birmingham. Before that he worked at the National Institute for Occupational Safety and Health in Cincinnati, Ohio. He is also an elected Board member of the International Commission for Occupational Health, and a member of Council of the Royal Institute of Public Health. Previous appointments include two terms as chief examiner for the Faculty of Occupational Medicine, Royal College of Physicians (London) and member of the Advisory Committee on Pesticides. Professor Aw has acted as British Council consultant on occupational health to the government of Malaysia, WHO consultant to Kuwait, ILO consultant in Geneva, and visiting Professor at the University of Occupational & Environmental Health, Japan. His publications include over a hundred papers in journals, and contributions to several textbooks on occupational health. He was appointed to the VPC in 2000. Professor Aw has declared no political activities.

Dr Alistair Boxall PhD BSc
Head of Centre at Cranfield Centre for EcoChemistry Specialism: Environmental Chemistry

Dr Boxall is an environmental chemist who is responsible for a multi-disciplinary group of scientists working on a range of projects investigating the fate, behaviour and effects of organic chemicals in the environment. Dr Boxall has worked on a number of projects focusing on veterinary medicines, including a study for the UK Environment Agency and an EU funded project investigating improved methods to assess the risks of antibacterial substances on aquatic and terrestrial systems. Dr Boxall has published a number of papers in this area. Dr Boxall has declared no political activities.

Mrs Rosemary Collingborn BA
Specialism: Working Farmer

Rosemary Collingborn is a practical working farmer on a family dairy farm with homebred pedigree Friesian cattle, specialising in longevity and high milk from forage. The farm is in Countryside Stewardship. After graduating with an honours degree in English from Bristol University, Rosemary worked as a farm Secretary and was also a successful writer of children's stories and farming articles. From 1996-98 Rosemary was the Dairy Chairman of the Women's Food and Farming Union. In recent years Rosemary has served on the Veterinary Products Committee as the farming member, the Royal Society for the Prevention of Cruelty to Animals as Council member and Charity Trustee, as Council Member on the Milk Development Council and also as Chairman of the South West Regional Committee. She has just been successfully re-appointed to all three committees. Mrs Collingborn has declared no political activities.

Prof Barry Cookson MBBS, BDS, MSc, Hon DipHIC, FRCP (UK), FRCPath (UK) Director of the Laboratory of Healthcare Associated Infection, Health Protection Agency and Visiting Professor at the London School of Hygiene and Tropical Medicine. Specialism: Medical Microbiology

Professor Cookson is a Consultant Medical Microbiologist and was appointed to his current post in 1990. He has specialised knowledge in tropical Antimicrobial agents, dentistry, sexually transmitted, urinary tract and difficult to treat systemic infections. His work has also required detailed knowledge of aspects relating to animal therapeutics and husbandry. His research interests have comprised neonatal pharmacokinetics, antimicrobial nephrotoxicity, genetics, surveillance and epidemiology of Antimicrobial resistance, including the typing of organisms and the use of light activated
antimicrobials. He discovered mupirocin and triclosan resistance and has a large experience in European funded research and European Clinical Microbiological study group activities.

Professor Cookson has been Director of a WHO Nosocomial Infection Centre since 1990 and acts for the WHO as a consultant advisor for Global MRSA control guidelines, WHOCARE infection control software design, and the monitoring and management of bacterial resistance to Antimicrobial agents. He has been very active in systematic review based guideline work, infection control training and is a CHI reviewer. He is a member of the CHI-led Review Co-Ordination Group and an external expert to the Health Technology Assessment Panel for Diagnostic and Imaging Procedures. Professor Cookson has declared no political activities and is an advocate of maximising animal welfare and optimising food safety.

Professor Michael Day BSc, BVMS(Hons), PhD, FASM, DiplECVP, MRCPath, FRCVS
Department of Clinical Veterinary Science, University of Bristol Specialism: Veterinary Immunology

Professor Day is Professor of Veterinary Pathology at the University of Bristol. He is Deputy Head of the Division of Veterinary Pathology, Infection and Immunity and is Director of Laboratory Diagnostic Services (Langford Veterinary Diagnostics). His research interests cover experimental models of autoimmunity and a range of companion animal immune-mediated and infectious diseases. He was appointed to the VPC in 2000. Dr John Gilleard BVSc, PhD, MRCVS
Senior Lecturer in Veterinary Parasitology, University of Glasgow Specialism: Parasitology

Dr Gilleard is a Senior Lecturer in Veterinary Parasitology at the Faculty of Veterinary Medicine, University of Glasgow. His research interests and areas of expertise include molecular biology and genetics of parasitic helminths with a particular interest in the development of anthelmintic resistance. He teaches basic and clinical parasitology to veterinary undergraduates. Dr Gilleard has declared no political activities.

Dr Peter Greaves MBChB, FRCPath
Head of Pathology, MRC Toxicology Unit; Senior Experimental and Molecular Pathologist and Honorary Senior Lecturer in Department of Cancer Studies and Molecular Medicine, University of Leicester. Specialism: Toxicology

Dr Greaves is a medical graduate trained in laboratory medicine and specialising in human histopathology and toxicology. He has over twenty years experience in experimental pathology and toxicology, pre-clinical drug safety evaluation and drug development. His current research interests are in the study of the molecular basis for pathological changes, notably those induced by drugs and those that occur in obesity. Dr Greaves has declared no political activities.

Dr Ray J Heitzman BSc, PhD

After spending over thirty years as a practicing veterinary surgeon, Mr McKeating is now working for the Veterinary Defence Society as an Executive Director. He has a broad experience of treating a wide range of food producing and companion animals and has practiced in the UK, Middle East and Canada. He has acted as a University External Examiner at both undergraduate and postgraduate levels. Mr McKeating has declared no political activities.

Prof Stuart Reid BVMS, PhD, DipECVPH, FRSE, MRCVS
Professor of Veterinary Informatics & Epidemiology, University of Glasgow and Strathclyde Specialism: Statistics

Professor Reid is a statistical epidemiologist in the fields of both human and veterinary medicine. He holds the joint Chair of Veterinary Informatics and Epidemiology at the Universities of Glasgow and Strathclyde. A vet with experience of the private and public sector, Professor Reid has worked in Africa, the USA and is a visiting Professor at the University of Sydney, Australia. A founding diplomat of the European College of Veterinary Public Health, his interests lie in the quantitive assessment of the risks of diseases in populations of humans and animals. He is a Fellow of the Royal Society of Edinburgh.

Professor Reid served on the VPC's Working Group on Antimicrobial Resistance from 2000-2002. Prof Reid has declared no political activities.

Dr John Thompson MBChB, BMedSci, FRCP
Department of Pharmacology, Therapeutics and Toxicology, University of Wales College of Medicine Specialism: Clinical Toxicology

Dr Thompson has been the senior lecturer and honorary consultant in clinical pharmacology and therapeutics at the University of Wales College of Medicine since August 1998. He is head of the Chemical Incident Management Support Unit, consultant to the National Poisons Information Service (Cardiff Centre) and consultant advisor to the Division of Chemical Hazards and Poisons of the Health Protection Agency and the WHO Collaborating Centre for Chemical Incidents. His main interest is in the effect of toxins on humans and how their effects may be ameliorated (including organophosphates). He was first appointed to the VPC in 2000. Dr Thompson has declared no political activities.

Dr Jason Weeks BSc(Hons), PHD, MIBiol, CBiol
Principal Scientist, WRc-NSF Ltd Specialism: Ecotoxicology

Dr Weeks is an experienced environmental toxicologist with broad research and project management experience in Europe, Africa, Asia and the Caribbean. He has particular experience in understanding the fate, effects and ecotoxicity relating to industrial, mining and agricultural pollution to biota including humans. His main research interest and speciality is soil ecotoxicology where he has been involved in the development of a range of physiological, cellular and molecular biomarkers of both exposure and effect in soil invertebrates. He has worked with the validation of the biomarker approach (exposure/effects markers) for various types of contaminated land, and for assessing the effects of chemicals on aspects of invertebrate behaviour, biochemistry and population ecology. Dr Weeks has declared no political activities.

Mr Francis Anthony BVMS, MRCVS
Practising Veterinary Surgeon, Herefordshire Specialism: Veterinary Medicine

Mr Anthony is a practising veterinary surgeon, now mainly large animal, with almost forty years experience of the livestock industry. He is particularly interested in veterinary education and is a visitor to veterinary schools for the European System of Evaluation of Veterinary Training. He is a past president of the British Cattle Veterinary Association, the British Veterinary Association and the Federation of Veterinarians of Europe. The 'stable to table' approach to food safety is a major interest and Mr Anthony is now concentrating on developing veterinary-led Farm Assurance Schemes in order to address the three issues of Animal Health, Animal Welfare and Food Safety on livestock farms.

Mr Anthony has recently been involved in assisting the Office International des Epizooties (OIE) in the preparation of a document on antimicrobial resistance. Mr Anthony has declared no political interests.

Dr Finlay Dick MD MRCGP, MFOM

Dr Dick teaches postgraduate and undergraduate students in Occupational Medicine. He is coordinator for a five-centre European Union funded project studying the genetic, environmental and occupational risk factors for Parkinson's Disease. Dr Donaghy was appointed Reader in Clinical Neurology, Oxford University, Honorary Consultant Neurologist, Radcliffe Infirmary and Fellow of Green College in 1987. In 1999 he was appointed Honorary Civilian Consultant in Neurology to the Army, and to membership of the Department of Health's Committee on the Safety of Medicines, of which he became Vice-Chairman in 2002. He is editor of the 11th Edition of Brain's Diseases of the Nervous System' published in 2001. His research interests lie in the peripheral nerve and motor neurone diseases, and the relationship of migraine to stroke. Dr Donaghy has declares no political interests.

Consultant in Emergency Medicine, Craigavon Area Hospital Group Trust Specialism: Accident and Emergency Medicine

Dr O'Reilly has a broad clinical background in both medicine and surgery. For the last eleven years he has specialised in accident and emergency medicine. The emergency department covers a large rural population. In recent years he has become aware of an increasing incidence of farmers attending with injuries as a consequence of accidental self-injection of animal antibiotics, in some cases with significant consequences. His particular interests are in paediatric emergency medicine and emergency planning particularly in relation to chemical exposure. Dr O'Reilly has declared no political interests.

Professor David Ray BSc, PhD
MRC Applied Neuroscience Group, University of Nottingham, Specialism: Toxicology
Professor Ray is head of the Medical Research Council's Applied Neuroscience Group at Nottingham Medical School. His main area of interest is in human and animal toxicology, especially that relating to the nervous system. His research work in toxicology has centred on two areas: pesticides and the brain vasculature. He is currently a member of the Ministry of Defence's Independent Panel on Gulf War Veteran's Illnesses. His current membership of the VPC will end on 31 December 2003. Dr Leonard Stephen Levy OBE, BSc, MSc, PhD, FFOM (Chairman) Head of Toxicology and Risk Assessment, Medical Research Council, Institute for Environment and Health, University of Leicester Specialism: Toxicology

Following completion of his BSc in 1966 Dr Levy took up a position as Research Associate in the Department of Occupational Medicine at the University of Manchester, which he held for three years. During this time he completed his MSc. In 1969 he became a Research Scientist at the London Institute of Cancer Research. He remained here till completing his PhD in 1975. For the next nine years he was employed at the University of Aston in Birmingham in the Department of Occupational Health and Safety, initially as a Lecturer (1975-1977) and then as Senior Lecturer and Head of the Industrial Toxicology and Advisory Unit (1977 - 84). In 1984 he moved to the Institute of Occupational Health at the University of Birmingham. He was Senior Lecturer and Head of the Industrial Toxicology Unit and Research Co-ordinator from 1984 to 1995 and Reader in Occupational Health between 1995 and 1996. In 1996 he left the University to take up his current position as Senior Scientist in the Medical Research Council Institute for Environmental Health at the University of Leicester, where he heads Toxicology and Risk Assessment. Dr Anne Spurgeon BSc (Hons), PhD, MBPS, CPsychol
Senior Lecturer in Occupational Health Psychology, University of Birmingham Specialism: Neurobehavioural Toxicology/Clinical Psychology

Dr Spurgeon is the UK leading expert on neurobehavioural toxicology and has experience in OP sheep dip research. Her main areas of research interest are the neuropsychological effects of exposure to neurotoxicants, specifically organic solvents and pesticides, the sources and effects of psychosocial hazards in the workplace and other aspects of mental health at work and the influence of psychosocial factors in determining the response to occupational hazard exposure. She has wide experience of the use of psychological and psychiatric tests in occupational and environmental health research. Dr Spurgeon has declared no political activities.
