CAA BOARD APPOINTMENTS ANNOUNCED

The Chairman of the Civil Aviation Authority (CAA), Sir Roy McNulty
CBE, was re-appointed today for a further four years by Transport
Secretary Alistair Darling.
Sir Roy McNulty has been Chairman of the CAA since 17 September 2001,
after leaving the Chairmanship of National Air Traffic Services Ltd
(NATS). His re- appointment will take effect from 1 September 2004.
Today's announcement also saw the re-appointment from 2004 of a
further three existing board members: Mr John Arscott, Miss Chris
Jesnick and Mr James Keohane. They will be joined on the board by new
appointment Air Vice Marshal (AVM) David Walker as Assistant Chief of
the Air Staff representing the interests of the Ministry of Defence.
Mr Walker was nominated for this post by the Secretary of State for
Defence, Geoff Hoon. His remit covers national security matters and
he succeeds AVM Philip Sturley as Assistant Chief of the Air Staff.
Mr John Arscott, Director of Airspace Policy (DAP), has been
re-appointed as an executive Member of the Board for a further four
years from 1 March. As DAP, Mr Arscott has responsibility for
determining the use of UK airspace.
Miss Chris Jesnick, Director of Finance and Corporate Services, has
been re- appointed for five years, also from 1 March. A Fellow of the
Institute of Chartered Management Accountants Miss Jesnick has worked
for the CAA since 1996.
Mr James Keohane has been re-appointed as a part-time non-executive
Member of the Board for five years beginning 1 January. He will
continue to be a member of the CAA policy committees which oversee
the work of the Economic Regulation and Consumer Protection Groups.
The CAA is responsible for the regulation of civil aviation in the
United Kingdom. It has specific responsibility for aviation safety,
consumer protection, economic regulation and airspace policy and
planning.

1. Sir Roy McNulty CBE, 66, qualified as a Chartered Accountant in
1963. He joined Peat Marwick Mitchell that year. He subsequently held
various accounting and computer systems posts with Chrysler UK and
Harland and Wolff. In 1976 he returned to Peat Marwick as a
Management Consultant. He joined Short Brothers Ltd two years later
and held a variety of senior managerial posts culminating in his
appointment as Chairman of Short Brothers plc in 1996. In 1999 he was
appointed Chairman of NATS, a post he held until the Public Private
Partnership was completed in July 2001. Sir Roy McNulty CBE has been
re-appointed Chairman for four years beginning 1 September 2004. The
salary for this position is £111,913 per annum.
2. John Arscott, 56, has had a varied career in aviation with both
military and civil authorities. He retired from the Royal Air Force
as an Air Vice Marshall having held senior appointments with
responsibility for air traffic control policy and service provision.
Prior to 1996 he held a number of posts in the joint civil/military
NATS. Mr Arscott has been re-appointed as an executive member of the
Board for four years from 1 March 2004. The position of Director of
Airspace Policy (DAP) carries a salary of £122,086 per annum.
3. Chris Jesnick, 47, has been employed in a variety of financial
positions including Head of Financial Services for British Gas plc
from 1992 to 1996. She joined the CAA in 1996 as Head of Finance for
the Safety Regulation Group and became Finance Director - Regulation
in 1997. She was appointed Finance Director with effect from 1 March
2001 and her role was expanded, effective 1 November 2002, to include
responsibility for Corporate Services. Her re-appointed as Director
of Finance and Corporate Services for five years begins 1 March 2004.
This position carries a salary of £115,640 per annum.
4. James Keohane, 54, has had a varied career in the electricity
industry, serving as a Director on the main board of Eastern Group
plc from 1997 to 1999. He was previously a Main Board Director with
East Midlands Electricity plc from 1992 to 1997, where he also had
responsibility for regulatory affairs. He has been re-appointed as a
part-time non executive Member of the Board for five years beginning
1 January 2004.
5. Air Vice Marshal David Walker was appointed as Assistant Chief of
the Air Staff in October 2003. He joined the Royal Air Force in 1978
from University and has since served in Europe, the Middle East and
the United States. A former Military Assistant to the Minister for
Armed Forces, AVM Walker has been head of the Strategic Defence
Review Liaison Team, Commander of RAF Cottesmore and ADC to Her
Majesty the Queen.
